HUBZone

On December 8, 1999, Phillip DJ Smith & Associates Inc./PSA Inc. and New Horizons Telecom Inc./NHTI formed a Joint Venture. PSA Inc. is a certified HUBZone company. New Horizons Telecom, Inc. is a Veteran Owned Small Business.

The U.S. Small Business Administration directs the HUBZone Empowerment Contracting Program. A HUBZone is a "historically underutilized business zone." The goal of the program is creating jobs and business opportunities in economically distressed urban and rural areas. One HUBZone area includes Trapper Creek, Alaska. Phillip DJ Smith & Associates Inc./PSA Inc. provides Environmental Management and Technical Services, and in June 1999, the U.S. Small Business Administration certified PSA Inc. as a "qualified HUBZone small business concern."
